Dangerous New Bills in the Legislature of Guam!
Bill No. 106-37 (LS)

AN ACT TO PROVIDE A LEGISLATIVE SUBMISSION FOR CONSIDERATION BY GUAM VOTERS AT THE NEXT GENERAL ELECTION; AND TO PROVIDE GUAM VOTERS THE POWER TO DECIDE ON REPRODUCTIVE RIGHTS.
Problems with Bill 106-37:
- Proposes new abortion law- wiping out current law
- Language is misleading…
- Woke language: “Pregnant People”
- Health Care Provider definition– Anyone can do an abortion
- Uses the same wording as the Women’s Health Protection Act of 2022,
- Wording on the referendum is misleading:
- Shall the Reproduction Health Act (aka Women’s Health Protection Act (2023))
- If you vote yes, the entire abortion law will be replaced
- No discussion on if you vote “no”
Consequences of Bill 106-37:
- Completely removes restrictions and rewrites all the abortion laws of Guam…
- Partial birth abortion is ALLOWED/ parental consent is gone…
- Abortion up to birth is legal….
- Don’t have to be a doctor at any location….
- No reporting requirements.
- No follow up care…
- No counseling…. Free for all!
- No health safety regulations….
- Prosecution and or civil suits may result for any hindrance of an abortion.
- Praying outside an abortion clinic becomes a criminal offense
- Praying in public with an Anti-Abortion sign could be considered criminal and a civil lawsuit can also be brought against you

AN ACT TO ADD A NEW CHAPTER 91B TO DIVISION 4, TITLE 10, GUAM CODE ANNOTATED RELATIVE TO EXPANDING ABORTION SERVICES IN GUAM; AND TO CITE THIS ACT THE “HEALTH PROTECTION ACT OF 2023”.
- Mirrors 106-37 except that it does not include the Referendum

AN ACT TO AMEND §3218.1 OF CHAPTER 3, ARTICLE 2, TITLE 10, GUAM CODE ANNOTATED AND REPEALING RELATIVE TO UPDATING THE WOMEN’S REPRODUCTIVE HEALTH ACT OF 2012.
- Amends the PL 31-235- The Women’s Reproductive Health Information Act of 2012
- Removing all in-person requirements for informed consent, allowing for telemedicine abortions.
- Proposes to increase sex education with emphasis on contraception and accessibility to contraception in public schools.
- May require condoms and birth control pills to be made available in schools
- Misleading language “Caring for women and babies in the womb”
- Bill says the opposite…
